Vendor needs to provide election management system including ability to contain forms or report templates, create custom forms/report templates, portal for secure electronic submission including customized workflows, digital signatures, tracking, time-stamping, audit tools and audit trails, automated custom communication alerts that allows for communication with direct or group messaging, can be coordinated with due dates and provides notifications when forms or reports are past due submitted or edited, integrated with an archival/records retention system and includes a public interface that allows view only capability.
